Paranaque Las Pinas Alabang Real Estate Board, Inc.
In 1975, Atty. Maximino Allanigue, a respected business leader in Paranaque and duly licensed real estate broker, spear-headed the creation of an organization of real estate brokers. He also invited practitioners from nearby Las Piῆas to concretize solutions for problems in the real estate industry. On August 21, 1975, Atty. Allanigue, along with twenty other brokers, participated in its first organizational meeting at Nayon Restaurant along then Sucat Road (now Dr. A. Santos Ave). These charter members had drawn the ground-work for the proposed association to be known initially then as the Paranaque-Las Pinas Association of Real Estate Brokers. A formal meeting took place on August 28, 1975 when the same group adopted and approved its first Articles of Incorporation and elected its charter officers. Thus came about the incorporation of the Paranaque - Las Pinas- Alabang Realtors Board (PLAREB) in 1976, with Atty. Allanigue, now commonly referred to as the "Founder of PLAREB”, being unanimously elected Charter President.
Organized with the following objectives, PLAREB has since then been at the forefront of the Philippine real estate industry.
1. To elevate the professional standards of real estate service practice;
2. Protect the public against unethical and unscrupulous real estate agents, both licensed and unlicensed, and;
3. Seek membership with the premier and largest real estate organization in the country, the Philippine Association of Realtors Boards, Inc. or PAREB.
The Paraῆaque- Las Piῆas Brokers, Inc. attained juridical personality with the registration of its Articles of Incorporation and By-Laws with the Securities and Exchange Commission (SEC) and the Bureau of Domestic Trade (BDT) with twenty-one charter members. After registration with SEC and the BDT, one of its first resolutions passed was the formal application for membership with the then Philippine Association of Realtors Boards, Inc. (now Philippine Association of Real Estate Boards, Inc.). PAREB then, carried the distinction of being the premier and older real estate service organization in the country.
PAREB, however, had to defer PLAREB's membership application as the former's By-laws existing at that time only allowed Board membership in the city or provincial level. Both Paraῆaque and Las Piῆas were municipalities then. PAREB and PLAREB had to wait for its next general membership meeting in May, 1977 to introduce an amendment to its By-Laws that will accommodate PLAREB. After ratification of the PAREB Amendment to its membership provision, PLAREB was then taken in as the 33rd constituent member board, the 5th in the National Capital Region.
Through the years, PLAREB has been actively participating in raising the standards of practice in the Real Estate Industry. Foremost was the joint initiative by 2001 PLAREB President Rasyl Abela, Legislative Committee Head Mars Pompa, and Committee member Atty Filemon Fernandez which sought to legislate the protection of the Real Estate professional from illegal competition. After waiting for many years for the passage of a law to professionalize and address the various concerns of the industry, Congress filed a Bill and was later approved by the Senate in 2010. The Bill was known as the Real Estate Service Act (RESA) regulating the practice of the real estate service in the Philippines.
PLAREB has also been affiliated with another organization, the Chamber of Real Estate and Builders’ Association, Inc. (CREBA) since 1990.
As part of its continuing services to the industry, PLAREB sponsors relevant projects such as CRESAR and CPD Seminars for technical and educational requirements of both its members and non-members. The members may also be part of the MLX (Multiple Listing Exchange) group, a venue to exchange listings and requirements in a social setting as well as a promotional opportunity for builders and developers to present their latest projects. A Grievance Committee has also been formed to resolve issues pertaining to possible misunderstandings based on Code of Ethics as set by PLAREB.
